Contracts come as three attachments, the cover letter is separate from the CV, the scanner made a file per page. Merging PDFs is one of the most common document chores there is, and almost every free tool for it wants you to upload the files to a server first. For contracts, medical records, and tax paperwork that is a bad trade.
This page merges PDFs entirely in your browser. Drop the files, put them in order with the arrows, and click Merge. Every page from every file is copied into a new PDF in that order. Bookmarks and form fields are not carried across, but page content, images, and text remain exactly as they were.

Not while they are locked. Open the file in a viewer, save an unlocked copy with the password removed, and merge that.
Page content is preserved exactly, but interactive form fields, bookmarks, and links between pages are not copied into the merged file. If you need those, merge in a full PDF editor.
