WebP at the same visual quality is typically 25 to 35 percent smaller than JPG, and that gap is the whole reason to convert. Smaller images mean faster pages, better Core Web Vitals, and lower bandwidth bills. Photos are where the saving is biggest.
The quality slider works like a JPG quality setting. 80% WebP looks about like 90% JPG at a fraction of the size. Because the source is already a lossy JPG, keep the setting reasonably high; stacking two heavy compressions is where artefacts start to show.

A very heavily compressed JPG has already discarded most of its detail, and re-encoding the artefacts can cost more bytes than the original. Lower the WebP quality or leave that image as JPG.
No. The re-encoded file has no camera metadata or GPS location, which is often what you want for images going onto a public website.
